Permission not to move?

CRT have today said:

"Due to ongoing low water level issues on the Regent's Canal, Sturts Lock will be closed from 17:00pm until further notice.

The situation is currently under review by the local Operations Team with the view to re-open the lock when practically possible.

We also ask if you can minimise movement over the next 2 weeks and kindly adhere to the 'THRIFT CODE'."

Does the bit in italics mean CRT have accepted that it is "reasonable in the circumstances" for local CCers to stay more than 14 days in one place?

And the “THRIFT CODE?” What’s that then?

You cannot afford a mooring in London ?

THRIFT

  • Two in a Lock? - Share locks
  • Help keep it in – Make sure gates and paddles are shut
  • Report any leaks – tell us
  • Invite oncoming boats through – Don’t empty or fill locks if someone else can make use of the water
  • Find another favourite – Explore less busy parts of the network
  • Think ahead – Plan cruises to minimise use of locks

The THRIFT code is now in place across our entire network of canals and rivers. Let’s keep our canals flowing for everyone to enjoy.

I've never known an assumption ever stand up in law.

What on earth is a "local CCer" ? ….. apart from being a contradiction of itself.

CRT have actually confirmed on Facebook that no overstay notices will be given to boats in the sections of canals with closures/restrictions. Sensible really, photos show the levels as being dangerously low to the point of boats being grounded at 45° and the complete emptying of Brentford by a faulty sluice sensor hasn't helped!

And it would be disastrous if there were a significant draw down through Hampstead Road Lock (Camden Market) as the above pound houses perhaps more boats than any other pound!

Yes. An UNEXPECTED restriction on movement (including a request from CRT to limit movements) is something that makes it reasonable in the circumstances (unlike deliberately getting trapped by an expected stoppage_

Yes including many house boats around Cowley that probably could suffer some real damage from listing too much. It's also more bad PR for CRT as so many people will notice.
