When drafting an early Road Traffic Act parliament was debating which animals required legal protection, the process being that it was a legal requirement to stop and report an accident involving the death of a protected animal. 

 

One MP suggested elephants being on this list, another wryly observed that "it would be difficult to imagine a vehicle that would not be forced to stop after an accident involving the death of an elephant...."
