Thanks. But I still don't understand why! What is the reason for having a float floating on the water with a wire over a pulley with a counterweight attached?

I don’t think the OP mentions which lock, so if it was, say, Hull Marina Lock there is plenty of tide there, 6/7 metres range at Spring Tides!

The metre of cable between the float and weight wouldn't be of much use there then!
