Epoxy, good for 7 to 10+ years but may need scrapes patching up every 3 or 4 years. Soprema make waterproofing products for buildings not paint systems for boats. The reason bitumen isn’t effective long term on boats is because it gets worn off by mechanical action and attacked by petro-chemicals floating on the water. Unless you know of a specific product for coating steel and adhering to bitumen you seem to be proposing substituting products formulated for the job at hand for ones that aren’t. I used a tar-like product from the Coal Board. I would suggest that 'Bitumen Paint' is an inferior product. Not an expert, just gut feeling.
