Wrong coping bricks?

So who is paying for the unusable specially ordered brick coping stones intended for lock 9 at Napton?

They are not up to heritage standard? So we can do without till next year but not fit ones that were specially made to a specification  demanded by CRT?

That makes little sense, expensive materials will presumably be dumped as unsuitable.

""""Further to our earlier notice, we have now taken delivery of the specially manufactured brick coping stones in order to complete the repairs of Lock 9. Unfortunately these copings do not meet our engineering and heritage quality standards and are not suitable for installation at Lock 9. We are therefore, very reluctantly, deferring the works which will now be planned to be undertaken during winter 2019/20. This stoppage is therefore cancelled. We apologise most sincerely for any inconvenience this has caused to those planning their journeys through the Napton flight.""""

It makes total sense. If CRT believe them not to be fit for purpose because they don’t comply with the specification then they can’t use them. To do so would be to accept they are fit for purpose.

They could fit some temporary non-heritage ones while they resolve the issue but then you will have to pay for that so they have chosen not to because they know that will make you angry.

I think it's a good decision, rather than fit them and have to remove they would be expected to pay as there using them, better to reject and get correct than do a job twice, might mean other work that couldn't be done due to man power might now get done or other jobs done quicker

They already have the temporary ones in place which allowed the canal to open before Christmas so they don’t need to do anything now.  Given the current incorrect ones have take around 3 months to arrive, they would probably be closing the flight in June to fit the new ones, which would not be popular.
