  1. A few years ago I drove my well spoken Welsh mother in law (in her nineties) to a nice rural pub in the hills for lunch. Talking loudly in the quiet bar, she used the term you mention to describe the Marquess of Bath. No offense was caused, but some of the other patrons taking a sip at the time looked as though they were struggling not to spray it out. It turned out that she had heard people say it and assumed it was the modern way of saying twit, so repeated it in an attempt to be fashionable.

  3. Sure, revenue is their most pressing issue, but they do have other problems to solve. If they see an opportunity to have an impact on some of their other problems at the same time through the way they allocate increased costs (in the categories that the consultation identified) to different groups of boaters, why wouldn't they take it?
  4. I am sure they will make changes following the consultation. The opinions expressed may influence what they do, or they may already have a fixed view about some aspects of the changes. Have you never seen examples, perhaps in a work context, of (expensive) consultations being part of a strategy to introduce unpalatable change that might be expected to meet with resistance?
  5. Yes I agree on that point hence my comment. There is a difference though, in one other key aspect. With an election or vote there's an assumption that the results will be acted upon, based on the rules of the electoral system. Consultations generally have no such rules.
  6. It was a consultation, not a survey or vote. It's a term sometimes used in other contexts when organisations are seeking to gauge the level of resistance to changes that they already know they want to make. Isn't it reasonable to assume that those people who had strong opinions would have voiced them?

  9. There's a trampoline the other side of the fence line too. The image of the property boundary on the map (presumably Land Registry) doesn't align with the fence line on the map, which is unusual. Had an interesting chat quite a few years ago with the then owner about his work setting up the off grid (with diesel generator backup) systems he had installed, before such things were widely available. It must have been reasonably effective as he sold ice creams.
