When we visited the Pocklington Canal (quite a few years ago, come to think of it), there was a restored lock at the top end of the navigational bit, but we were told that above the lock, restoration couldn't proceed as it was a SSSI. The contrast between the "SSSI" and the navigation was startling: the navigation had clear water and abundant fish, birds, etc, while above the lock was reeds bank to bank, with a few discarded oil drums and other rubbish on top. Problem is maintenance of the abandoned state! If left, they are likely to dry out, losing the habitat.

Not sure a Tory government is best placed to offer this support. Unless they've learned from their mistakes: railways, water companies, PFI, etc.
  12. I suspect that, had Mr. Davies spent even just the weekends boating on the K&A and connected waterways, the judge might have come to a different conclusion in that particular case. (Of course, had Davies done that, he probably wouldn't have been in court in the first place! )

If a boater had the objective or intention to cruise the connected canal system, or a large part of it, then the primary purpose of the boat would be "bona fide" navigating, and the use of the boat as a place to cook or sleep would be secondary. If the boater intends to continue in that manner, then an address on land becomes just as unnecessary as a home mooring.

  15. Maybe because they don't let you have a licence unless you have a mooring? They'd also be acting illegally.
