  2. Even if you may not need one? there are moves between BW/MCA to change that, amendments/excemptions, time scale, don`t know. People seem to think I`m doing this either because I`m lazy or I want to stay in a honeypot site, nothing could be further from the truth. I feel it`s wrong the way the whole thing has been done, now they want to fix it, but with no guide lines of how or when. Garry
  3. You have a valid point, if it was you. So if they ( BW ) sent you a letter of a change in the rules for a private licence, like you had to have a helmsman cert. Giving you 4 days to comply you would be ok with that? I think not. You think I have`nt tried to get around this problem, I have and I`m still trying. If I get the cert and they then excempt me ,why should I get one? I can wait for the new rules on overstaying to come in, because I know I won`t be paying any fines, because ( except for this cock up ) I don`t overstay. It`s not good buisness to have people complaining to BW. Garry
  4. Nice of you to think that way, it maybe hollow to you being as it does`nt affect you, but is quite solid to me. You seem to think that I should roll over, doff my cap and follow the rules. The whole point of me posting this is to show how it is easy for BW to cock up in a big way, if it`s happend to small traders, then it could happen to anyone. As the excuse for not getting the cert a month later, there is moves by BW/MCA to ammend/excempt small traders like ourselves. So after getting the easy/inexpensive cert, then find I don`t need it , seems pointless. You can suspect as much as you want about a `honeypot site` we have never overstayed here or anywhere else, up until the MCA got involved.   6. Let me explain. On the 27th March 2009 We were sent a letter from BW, which I received on the 29th, saying that MCA ( Maritime & Coastguard Agency ) has introduced a new statutory requirement that affects the operators of trading and passenger boats on the inland waterways. In short any boat that has a trade licence has to have at least a helmsman cert. This came into affect on the 31st March 2009. After a lot of phone calls to both BW & MCA , we are now between two bureaucracies that have different views. MCA says we do come under the rules as we have a trading licence, which means it`s illegal to move my boat without the required certificate. BW says it`s OK to move the boat but won`t put it in writing,for me to send to MCA for approval. Oh yes BW knew about this change was coming in 2003/2005/2007 ( information from MCA ) They (BW ) did say that changes, maybe, are on the way, (amendments/exemptions) but no time scale. Which leaves us in the, do the cert and later get exempt, which is a waste of time and more important, money. Or have to do the cert. (which we have`nt budgeted for) when we can, being that they (BW ) gave us 4 days notice. Both ways the boat can`t move. So we ain`t moving till we have it in black & white, not word of mouth. I can trade but not move the boat till it`s sorted. The worring thing is the area enforcement officer did`nt know anything about it, we exlained, that He was breaking the law by asking us to move, which is breaking the law. So thats the reason why we are over-staying, other traders are moving about, if they have the cert, no probs, if not, they are taking the risk of invalid insurance and the wrath of the MCA, if anything happends that brings it to their attention, accident/damage/personal injury. Just a little thought, hire boats have a leisure & buisness licence displayed, is`nt that classed as a trade or commercial licence?? Happy Boating Garry & Julie NB Teila Shop on the Canal

  9. Good Job,You are asking the right questions, I`ve mention the BW spin before, `British Waterways main priority is to maintain the waterways in a satisfactory order.` Too who`s satisfaction?? Then we have a slight change in perspective ` All of the income that we make from all of our activities is directed towards the cost of managing and maintaining the waterways What % is on the managing and what % is maintaining. Looking forward to BW reply
  10. You seem to have misunderstood where I think the blame lies, the hands on workers do a excellent job even though they are hindered most of the time by mis-management. The main point is that BW management is not doing what their main job is, which is the maintaince and up-keep of the waterways. You may have had a trouble free cruise but I`m sure that there was`nt a stretch of waterway that did`nt need some sort of repair. If as is now it`s a little repair then leaving it till it NEEDS fixing then becomes a lot more expensive. The thing is if BW did make it clear that the majority of the money they recieve was spent on the maintaince and up-keep then there would be a lot more positive viewpoints. The problem is that the "BW bashers" are more vociferous than those of us who think that, on the whole, a reasonable job is being done given the financial restraints. They only get `Bashed` because their agenda is totally different to the majority of boaters who invest/pay in them. Their finacial restraints is not the argument, it`s how they spend what they get !!!

I`ve been reading with a heavy heart at all the ways that have been discussed by boaters in getting more money for BW, CC`s, Wide beam, EOG, licence increases, etc. That it seems it`s a fore-gone conculsion, that no matter how many `mistakes` are made, money wasted, excuses made, spin put out,bad management that nothing is said about the `people`(not the corporate face) who are bringing the downfall of the waterways too us all. Who are they accountable too, the goverment gives the grants, yes, but for HOW they spend it? Seems that as long as the spin is right they can spend on what ever is deemed the best for them, NOT the wateways. How are their bonus worked out, in my eyes they should be paying in, not taking out!! They should not be allowed to get away with it , there should be angry responses to BW, questions asked , answers demanded, about why they are letting the waterways dissolve before our very eyes. Each time we are not satisfied with their answer, then get angry again until, they get it right. Each time BW have a get together with boaters they must really rub their hands with glee at the little small disputes that need sorting out, when all that they should be hearing all the time is, get the waterways FIXED. After that is done then we can sort out the little disputes that really need sorting. Don`t go the way of the spin about money shortage, if BW had got their act together, not cocked up with bollards,out sourcing consultations, getting `people` on the towpaths, pods for working boats/transits for the same thing, spying web sites, to name a few. Then the short fall of moneys would`nt be an issue. An increase in licence fees would be gladly paid for, for the up keep of the fixed waterways, not I`m afraid if said waterways are falling apart with bad management. We know hard times are coming, we all should be fighting the same battle, the waterways is the battle field, it`s survival is the reason for fighting, the enemy is anyone who tries to bring about it`s downfall. In-fighting between boaters is`nt the way to go, change is needed and if we all stick together on just one thing, getting the waterways fixed, it will happen. It`s just a rant at how I feel, Don`t feel any better for it though.
  12. That assumes that CCs do actually comply with the detailed licensing requirements- the BW/ BWAF report shows that 10% of licensed boats are declared as CC's! And mentions that 500 are currently in the process of having enforcement action taken against them! The spin continues..... BW calculates the CC`s by, the don`t know exact number theory, if the boat is`nt registered with a home mooring then it`s a CC`er. So any boat abandoned, not licenced becomes a CC`er. Ergo it`s putting the spin on, approx 28,500 private licensed boats registered, 10% of which are CC`s, 2,850, but how many of them are as above, I`d say about 500...... I would like to know how much BW spend on admin to how much is spend on the up keep of the waterways, I would hazard a guess at maybe 3 times the amount on the admin. Which in my opinon is where the questions should be asked in the first place. If BW stopped the waste, slimmed down the top heavy management, then if there is still a short fall, I for one would be ok with an increase in licence fee. But to keep asking for increases to cover their bad managment should get everyone angry. Stop the bickering between boaters and point the anger in the direction it needs to go.... BW. off the soapbox, getting my coat.....

  14. Thank you Allan, It was HMI who told me it was originally a industrial engine, but thats about all, could`nt help with the sourcing of parts for it. Will try the contact tomorrow. Have a DVD ( from film to DVD ) of the building of Teila 1989, made by Conmac Boats, with the engine in the workshop before fitting. They built her as their show boat, after which was sold in 1991. Why this engine , heaven knows, I have to say it`s a real good work horse and the first major breakdown in 19 years, but again a bit worried about further mishaps.
  15. The pump has been fixed now ( with a years warranty ) it`s more of `if` something as big as a waterpump, camshaft, etc was needed, where would I get them from?
  16. Hope you can help me out here, broke down with fuel problems, ( no pressure from pump ) now fixed had it overhauled good as new. Thats not the problem, in trying to find spares for said fuel pump, came to a total brick wall, it`s built into the block so very specific to the engine. Beta Marine don`t have it on there computer, even phoned Izuzi ( it`s an Izuzi engine licenced for Beta ) and all they could inform me is that it original came from a industrial engine. Now I`m a bit concerned that if any major parts are needed in the future ( it is 19 years old ) that it would be impossible or highly expensive or both. I have the spec sheet for it so if I`ve left anything out........ ask away. I thought maybe the model number has changed or it`s called something else, in this wonderful age of info, if it ain`t got the right number/letter then it don`t exsist !!!!!!   17. Sorry but, A home is not a big toy, if a house/home was being `Hit` and getting dented/scraped, it would be a different matter. One little hit may not cause any structural damage but many over a period of time would, I think, weaken the steel/structure. Any mention of the words `Contact Sport` when talking about the inland waterways gives a very bad message to anyone new to boating/or not, as it would then give an excuse to the hitting of other boats.   18. No Probs, my train of thought was, as BW want more public pressure by getting more people to use the inland waterways. We should use the same method to get rid of the hedge faries, so it would be a nicer place for all the newcomers. The reason I assumed they can`t read is that there are special places for their treasure to hide, in big boxes right by the waters edge. So a leaflet telling of all the good and wonderful things that can be done BY the waterway, would be lost to them. In fact I would of thought that they end up with all the other treasure in the hedges. On a more serious point................ Wha do we do about the bridge `ole` Ogre
  19. No insult intended, seems to me that nobody ever throws stuff into the hedge rows, sooo must be the hedge faries. Just light hearted banter. Be more serious in future.

  21. The way it was explained to me , this attracting people to the inland waterways is.... The more people who use the inland waterways. The more pressure BW has with the goverment. Public pressure can be a mighty weapon. Get more people interested and all will be well and while we are at it, Lets not forget the hedge fairys and their treasure troves of empty gas bottles, full bin bags, empty beer cans, batteries and anything else that they thieve off boats and hide in the hedges, enough public pressure and we can hunt them down, once and for all getting rid of this menace.
