Did they have a very pronounced fork in the tail? If not, then in that part of France they were probably Buzzards soaring on the thermals before gliding off to potential new food source they have spotted. They tend to collect in large groups when they find a thermal to gain height, so much better than that energy sapping wing flapping thing.
