In the context of the o/p and the last post, it is worth remembering that BW's bill, that became the 1995 Act, specifically asked for powers to erect signage to limit mooring and impose fines for contravention. BW failed to convince parliament that existing powers were insufficient. Furthermore, CRT failed to convince parliament that all craft needed a mooring as proposed under the bill. It was BW's Kenneth Dodd (I kid you not), as mentioned above, that then suggested that boats that were being used bona fide for navigation throughout the period of the licence should not require a home mooring. He suggested that the test that BW would apply would simply be that if a boat had not moved for 14 days BW might start to consider that it was not being used bona fide for navigation. Challenged as to why that 14 should not be 28 days he was unable to provide a convincing answer. ... which is why the 1995 Act is so loosely worded.

  16. And in 50 or 100 years when the owners decide they want to knock down the Post Office Tower and build something else I bet there will be a massive canal society movement to prevent it, in order to preserve the unique and atmospheric Farmers Bridge 'under a building' flight.

  23. If you want to bond the new wooden linings on rather than using screws then use a good polyurethane adhesive/sealant. Sikaflex does a rather confusing range and then there is Marineflex, Stixall, CT-5, etc. Once you've got all the old MDF off and have a good steel surface, key both surfaces and clean with a bit of white spirit, then stick on the new wood. You might need to clamp it into place for 24 hours, but generally large surface areas will have good instant grab and won't move. Depends on the thickness and weight of the wood.

  25. Possibly glued to the inside of the steel door, or maybe screwed through from the outside with countersunk screws which have been filled and painted over. If you pull the old lining off you will find out!

  27. Waterworks seems to be gagging for battles with CRT. Normal people just pay CRT's reasonable changes and get on with their lives, rather than prattling on about how recovering them is civil matter and CRT can't add them to the license fee or withhold a license. Such an idea would not even occur to most boaters who are happy to comply with reasonable rules in order to get well controlled and available moorings.

  28. Has anyone found a good insurance company for contents insurance on a boat? My insurance covers personal belongings but that is more focussed on items you may take with you while you are on your boat. I am looking for ‘home contents’ type cover. Cheers

  30. In my 2014 version there is alis a lock on p17 and I've just noticed the p16/17 must be the middle and there's a rather colourful stitching visible holding the pages together... Amazing what you learn on here....

There is no 'changing back' the laws still say that they must be displayed - it is simply that C&RT have said no need to display your licence as we can check from the registration number if you are licenced. The fact that some boaters 'get away with' not displaying, registration number, name and licence is down to the lack of enforcement (again). Any boater not 'displaying' should feel the full force of the law. But its not all about 'income' anyone can be a "busy fool", you only need to look at the giving figures of costs against income (that you have so often provided) to see why sometimes it is better to have a lower income and still end up with more 'disposable income'.

  41. I left the civil service voluntarily just before the X factor (and the staffing reductions) kicked in, and never looked back, but that's another story. I took the tax-free lump sum at 60. I was then still working in a well-paid private sector job and didn't need the money to make ends meet. My daughter was about to go away to university, and I was able to put it towards funding her tuition and accommodation fees, meaning she did not need a student loan. Given the present low savings and high student loan interest rates, it was probably the best thing I could have done with my lump sum.

  46. Great Heywood is now chocka with boats on moorings - not much different. The Llangollen been cleared out a bit since then though , thats for sure. I lived on board in BW days, though on a farm mooring. There were some nonmoorers who didn't move much, most kept their heads down, kept out of the busy spots and no-one seemed to mind very much. There just weren't enough to be a bother. I think it was the financial aspect that kicked CRT into action, suddenly money became important. Especially to the blokes at the top who suddenly were in line for bonuses they could vote themselves for whatever "targets met" they could dream up.

  50. Had a similar problem last year. Although accumulator fitted. Problem eventually proved to be with the pressure valve fitted to the pump which was blocked with crud. The valve works with a rubber diaphragm which senses pressure change to operate the pump. Intermittant operation caused by time taken for pressure to be sensed through the crud. hope this helps.
